If you want, you can just build a bunch of independent island city-states, or you can use a network of neighbor connections to most efficiently route workers, garbage, and electricity across maps. One of the things I like about it is that it can scale its difficulty rather well to how much you're willing to invest in it: There are entire game mechanics I hadn't even heard of until I looked into the strategy much more seriously, but I had still been able to build completely functioning cities without them. I mean, if you like 3 you absolutely won't be disappointed by 4. It's possible to overhaul much of the game, both graphically and mechanically I have one mod that greatly expands agriculture, for example, which is nice both for zone diversification and (more directly) making my cities look pretty from the region view. I'm also not very familiar with the SC3 modding community, but 4's is quite vibrant. Personally, I've put more hours than I'd like to think in 4, whereas I never got quite as deep into 3. I do know that some people prefer 3 just because it's somewhat more straightforward, but I'm not deeply invested enough in the community to more accurately judge the general consensus. I think 4 is overall a stronger game-Region mode is a really great addition that adds significant depth, and the terraforming tools are much stronger, as are the nuts and bolts of zoning/transportation/utilities management. SimCity's resident disappointing sequel is SC5, so you don't have to worry about that.
